Lassen County

Following the two-day combat known as the Sagebrush War, also known as the Roop County War, which began on February 15, 1863, portions of Plumas and Shasta counties were combined to create Lassen County on April 1, 1864. The region that is now Lassen County was a part of the unofficial Nataqua Territory and Roop County, Nevada, in the late 1850s and early 1860s due to ambiguity regarding the California border.

From 1880 to 1927, the Nevada-California-Oregon Railway operated a small gauge railroad through Lassen County. The NCOR was the century's longest narrow gauge railroad. Only 238 miles of track from Reno to Lakeview, Oregon, were laid, despite the fact that it was meant to connect Reno, Nevada, to the Columbia River.

Three prisons have opened in and around Susanville during the late 20th century: the adjacent Federal Correctional Institution, Herlong; the city's California Correctional Center (low security, 1963); and the state's High Desert State Prison (highest security, 1995). (opened 2007). In 2007, one of the three jails employed half of Susanville's adult population. When jobs at the timber mill or the dairy dry up, residents of "job-starved rural America" look to the jails as their last remaining option.

The micropolitan statistical area of Susanville, California, is located in Lassen County. An area that was formerly used for farming, mining, and lumbering now relies on employment at two state prisons—one in Susanville and two in Herlong—to support its economy. In Susanville, one of the facilities employed half of the adults in 2007.
